Prof. Philip Ebow Bondzi-­Simpson, a Professor of Law, Barrister and Solicitor, is the Rector of the Ghana Institute of Management and Public Administration, (GIMPA). Prof. Bondzi-­Simpson is a member of the Ghana Bar Association, He was the Founding Dean of the Faculty of Law and Dean of the School of Business at the University of Cape Coast. He was the Director of Legal Services and Investigations at the Commission on Human Rights and Administrative Justice (CHRAJ) and a Senior Lecturer at the Ghana School of Law. He has specialized training in the areas of Human Rights and Humanitarian Law, Governance of Higher Education Institutions, Project Management, Senior Academic Leadership Training, Management of Higher Education Institutions, International Law and Relations, Public International Law.

Philip Duku Osei

Prof. Philip Duku Osei is the Deputy Rector of the Ghana Institute of Management and Public Administration, (GIMPA). He has worked as a Principal Investigator, Lead Consultant in social service performance improvement, Monitoring and Evaluation Process Improvement Consultant with the DPM International in Jamaica, Change Management Analyst, Leadership Development Analyst, Local Government Funding Analyst and a Policy Research Analyst for Governments of the Caribbean Community, organizations such as the United Nations Development Programme, Danida, the Ministry of Housing, Transport, Water and Works in Jamaica, Ministry of Labour and Social Security in Jamaica. Prior to joining GIMPA, he worked as a Senior Research Fellow with the Sir Arthur Lewis Institute of Social and Economic Studies of the University of the West Indies for fourteen years.

University of Electronic Science and Technology of China (UESTC) in association with Department of Foreign and Overseas Chinese Affairs, Sichuan Provincial People’s Government of P.R.China, National League of Cities(NLC), USA are delighted to host 2017 International Forum on Smart City (2nd IFSC) & First Mayors Roundtable at Chengdu from September 11-14, which is one of the important events for 2017 Western China Overseas High Tech and High Talents Conference (OHTC). 

Co-sponsored by School of Political Science and Public Administration of UESTC, PA Information Research Center of UESTC, Center for West African Studies of UESTC, Smart City Committee of Electronic Commerce Association of China, Smart City Review Journal, Sichuan Institute of Electronic Information and Industry Technology, Sichuan Institute of Internet + Industry Technology, P.R.China, 2017 International Forum on Smart City (2nd IFSC) & The First Mayors Roundtable brings together an array of authors and topics drawn from many countries and regions and attracted international interests and inquiries from scholars and public administration practitioners in P.R. China, USA, UK, Japan, Canada, Denmark, Italy, India, Lithuania, Ghana, Indonesia, South Korea and Macao SAR of P.R.China respectively. The present Forum on Smart City provides a forum for the research institutions, academics and practitioners of public administration to exchange their latest findings, update their professional knowledge for further developments in building Smart City, and bring out new ideas and innovative techniques that can be applied to various societies based on their political and historical context.

The theme of 2017 IFSC and The First Mayors Roundtable — Smart City for Sustainable Development is carefully chosen to focus on the new emerging issues and the challenges about urban management system innovation, building smart city and its development policies accordingly. The collection authored by scholars and practitioners after peer review by 2017 IFSC Committee promises to advance Smart City research and practice worldwide. 

Focusing on the theme of Smart City for Sustainable Development, four invited speakers will have the keynote speeches delivered respectively by Matt Zone, the President of the National League of Cities, Man-Chung Tang, Academician of The National Academy of Engineering (NAE) from USA; Meng Qingguo, Professor of Tsinghua University and Zhou Tao, Professor of University of Electronic Science and Technology of China from P.R.China. From the comparative perspective, four invited mayors for The First Mayors Roundtable will have their ideas and expediences shared respectively by Mark Stodola, Mayor of City of Little Rock and Karen Freeman Wilson, Mayor of City of Gary from USA; Xu Hongbing, Deputy Mayor of Yibin and Jiang Xuedong, Deputy Mayor of Neijiang from Sichuan, P.R.China.
